Texas Father Separated from Children 374 Days Launches Family Court Reform Advocacy (January 2026)

HOUSTON, TX - SAFE SAPCR Texas (safesapcrtx.org) is reaching out to fathers rights advocates, media outlets, and legislators because we need help. Scott Willis, who built this project, had not held his children for 374 days as of this release on 5 January 2026 - though he talks to them almost every day, he cannot be with them.
SAFE SAPCR Texas is a Texas legal information project on family court procedure, run by one pro se litigant.

The Mission
SAFE SAPCR Texas advocates for reform of Texas Rule 239a, which currently allows attorneys to certify a respondent's "last known address" without any verification requirement. This loophole enables service of process to wrong addresses, resulting in default judgments against parents who never received notice of custody proceedings.
The SAFE SAPCR Act would require:
- Mandatory constable service for all SAPCR cases
- Attorney due diligence certification with documentation
- Criminal penalties for fraudulent certificates
- Expedited remedies for fraud victims
